Jeremy Carr, senior partner of Jeremy Carr & Associates, has over 30 years experience as a lawyer.  He specializes in impaired driving defences, but he also practices in all areas of criminal law, including sexual assault.  Jeremy also helps clients with all types of personal injury cases, including ICBC claims, and slip and fall accidents.

Jeremy’s practice covers all of Vancouver Island and the Mainland, and he has successfully represented clients in all levels of court.  Jeremy is passionate about protecting civil liberties and Charter rights and helping his clients to avoid criminal records and time in jail.

Jeremy was called to the British Columbia Bar in 1984, after having graduated from the University of Victoria Faculty of Law in 1983.  Prior to law school he earned an undergraduate degree in political science from the University of Alberta.  Shortly after being called to the Bar, Jeremy began his own law practice in Victoria, B.C.   Today, clients continue to be drawn to Jeremy Carr & Associates because of Jeremy’s experience, reputation, and tradition of excellence.

In October 2012, Jeremy received the Contribution to the Law Award.  This award is presented annually to a member of the Victoria Bar who has made a significant contribution to the development of a legal issue, and whose involvement has reflected positively on the legal profession.  Jeremy received this award in recognition of his lead role in the successful challenge of the former Immediate Roadside Prohibition Regime, which was found to be in violation of the Charter and declared unconstitutional by the B.C. Supreme Court.

Jeremy is routinely asked to serve as guest lecturer at the University of Victoria Faculty of Law for the Professional Legal Training Course.  He is also often invited by the Trial Lawyers’ Association and Canadian Bar Association to speak at legal education courses and special events.

Outside of his busy practice, Jeremy enjoys sailing and can often be on the found on the surrounding waters of beautiful Vancouver Island.  He has served as a board member of the Victoria Integration Society for over 20 years and is the current president of the Society.  He is also a member of the Disabled Sailing Association.

Crystal Buchan practices in the area of family law including separation, divorce, child custody, access, adoption, and child apprehension.  She believes that we are the experts of our own lives, and she uses this outlook to help clients and their families to move confidently into a better future.  This combination of experience and skill also gives her a unique insight to help guide her clients through conflict resolution.

Crystal has been a family law mediator since 1998.  She has an active mediation practice and has recently completed Advanced Civil Mediation training.  Also, in 2000, Crystal was among the twelve lawyers who began the Victoria Collaborative Family Law Group.  She has served as an executive for the Group for a number of years, and is currently the secretary.

Since being called to the British Columbia Bar in 1993, Crystal has practiced in the area of family law with a focus on resolving disputes outside of court. She graduated from the University of Regina with a Bachelor of Arts (Honours in English) in 1980, and prior to attending the University of Victoria Law School in 1988, Crystal was employed as an editor in legislative drafting.

Outside of her law practice, Crystal is committed to wellness; for herself, her family and her community.  She actively practices yoga, and enjoys reading, cooking for her vegetarian family, and volunteering for a local family-serving non-profit organization.


Julie practices in all areas of family law, including divorce, child and spousal maintenance, custody, access, and division of property.  She works passionately and holistically for parents in the field of child apprehension. 

Julie is accredited to conduct “Views of the Child” meetings and has authored several reports from her work.  She is also involved in the Hear the Child Society.

Julie’s other practice areas include civil litigation, as well as corporate and commercial law.  She is also certified arbitrator and is able to adjudicate both family and civil disputes outside of the courtroom.  This arbitration service provides  greater  privacy over the dispute and greater timeliness of dispute resolution.    She routinely works in Victoria as well as Duncan, B.C, and will travel throughout Vancouver Island.

Julie was called to the British Columbia Bar in 2001 after graduating from the University of Victoria Faculty of Law.  Before joining Jeremy Carr & Associates in 2006, she practiced personal injury, family law, and general civil litigation.

She grew up in North Vancouver but has called Victoria her home for many years. She is very passionate about animals - especially dogs - especially German Shepherd dogs - and especially white German Shepherd dogs.

Julie has a background in business, and regularly volunteers in the community.  

Jamie Dunlap Carr Buchan & Co


Jamie has been practicing in the area of criminal law for nearly 20 years. He has extensive experience acting for both the defence and the prosecution. Prior to joining Jeremy Carr & Associates Jamie spent 11 years working as a Crown Prosecutor in the Ministry of the Attorney General of British Columbia. Jamie has also has practiced in the area of civil and family litigation.

Jamie graduated from law school at the University of Alberta, in Edmonton, in 1993. He was called to the bar in Alberta in 1994 and in British Columbia in 1996. Prior to law Jamie studied French and German language.

Jamie has developed an interest in volunteer work and has volunteered as a board member for a local grassroots Restorative Justice organization. He has also traveled to Africa on a couple of occasions to work on a volunteer basis with the Legal Aid office in Accra, Ghana.

Jamie enjoys travelling, hockey, scuba diving, yoga and meditation. He is also an active parent of two wonderful children.



Naseeb Kahlon believes in an efficient and results focused approach for her clients. She practices immigration law from Jeremy Carr & Associates' satellite office in Downtown Vancouver. Naseeb is a member of the Law Society of BC and the Canadian Bar Association of BC. She is fluent in Punjabi & Hindi. 


Naseeb was called to the British Columbia Bar in 2008 and has a broad range of legal experience including real estate, corporate, family law and wills & estates. She completed both her undergraduate degree and law degree at the University of British Columbia.  Naseeb is committed to serving her community and volunteers for various service projects like the Woodward Annual Harvest Dinner. In the past, Naseeb has also taught the LAA/Paralegal program at Vancouver Career College.

In her spare time, Naseeb enjoys sewing, biking, spending time with friends/family and attending dance and yoga classes. She also has a keen interest in health and wellness and is always looking for new and innovative nutrition ideas.

Sarah provides clients with legal representation and advice in the areas of immigration, refugee and employment law.


Sarah joined Jeremy Carr & Associates after practising for several years at a national law firm in Toronto.

Sarah was called to the Bar of Ontario in 2011 and in 2014, she was called to the Bar of British Columbia after deciding to make beautiful Vancouver Island her permanent home.

Sarah is a graduate of the Schulich School of Business, which is where she completed her Bachelor of Business Administration degree with honours. She is also a graduate of Osgoode Hall Law School’s Labour and Employment Law Program.

Sarah is a recipient of the Queen’s Professional Excellence Award and a founding executive member of the Osgoode Women’s Network. She currently sits on the Victoria Bar Association and Camosun College Foundation’s Boards of Directors.

Sarah’s keen interest in immigration law developed by virtue of her close relationship with her father, who was Chairperson of the Immigration and Refugee Board of Canada – a place he worked for over ten years. o date, Sarah has prepared hundreds of successful immigration applications

In her spare time, Sarah enjoys boating and spending time outdoors. She is also an avid fan of both music and popular culture.

Erin Lumley, ASSOCIATE


Erin focuses primarily in the area of family law and Ministry of Children and Families Child Protection files. She is collaborative in nature, where helpful, and works to ensure settlements are fair and lead to long term resolutions for her clients.  She advises clients in order that children’s needs are met when parents are separating, divorcing or facing a Ministry of Children and Families intervention.  If the issues are financial in nature, Erin will work to ensure the cost of the legal process is reasonable.

She is a qualified family law mediator on the Law Society Roster and can help with all manner of mediations whether for couples thinking about a cohabitation agreement or parties wishing to settle their divorce or separation amicably. Even in situations where the parties have been forced to attend mediation, she will work to cut losses and help parties move forward in their lives in a way that makes the most financial sense for both parties. Erin is happy to take legal aid mediations for Emergency Family Law Act Files.


Erin graduated from the University of Calgary Law School. She grew up in Victoria and moved back home after completing Law School in 2006. She spent a year with her young baby, Joe, at that time and passed the bar in October 2008.  She comes to the firm from a sole practice she operated since July, 2010 where she dedicated personal time to her clients from the ground up on all of her files. She fostered a work life balance that suited her young family, with Joe receiving the lion’s share of her leisure time. She is a strong supporter of access to justice for people with limited and lower middle income.  Erin is learning to be a new scout leader for her son’s scout pack and is looking forward to the outdoor adventures and new experiences she’ll facilitate in this role.

Susette Larke is our Personal Injury Paralegal, who comes to Jeremy Carr & Associates after working for many years as an adjuster in the I.C.B.C.
